Berlin Hardship Comission

People who are not in possession of a residence permit and are enforceably have to leave may apply to the Berlin Hardship Commission and ask for a residence permit for hardship cases in accordance with § 23a of the Residence Act. The condition is that urgent humanitarian or personal reasons justify the continued presence in the Federal territory.
